I'm not a real fan of any TS4 expansions (GPs ftw), but I somehow still use City Living the most. Even though it's lacking in the content department, I still like the city and play there often.
HOWEVER, I'm also disappointed with how the festivals were handled. It's just a big disappointment that no new objects were introduced, except some fireworks and new food, there isn't really anything new. Especially the geek con could have had so much potential. They could have included new arcade machines, things like cosplay competitions or something, just more NEW stuff. I mean, what does the geek con actually bring? You can play on video game consoles (atleast SOMETHING new, but you can still do this on your home lot), motion gaming (is there since the base game), programming and video game competitions (both activities are also there since the base game), and build a rocketship (you can do that - who would have guessed - since the base game).
And the geek con is just one example.
I wasn't disappointed with the apartments though. I never edited them in TS3 (except placing some things like vending machines outside), so I didn't really miss that. But I still know that many players hate the apartments like they are now (it must be a pain for builders!), but I still find them better than their TS3 counterparts. You felt alone even though you lived in an apartment in the downtown area, in TS4 you atleast have actual neighbors whose apartments you can visit. That's something I like about TS4 apartment buildings - you can move in more than one household.
But oh well, I'm only not totally disappointed because the things that were left out weren't on my wish list for them anyway.
ETA: I totally forgot to mention the features of stuff packs that would have easily fitted into CL - like washing machines and bowling. Also room-mates could have been a good addition, just sayin'.
