Do dogs not 'work' in apartments?

I just put my dog on a leash and tell my sim to go out and the dog follows. When outside I ask the dog to do the business. You can also take the dog on a walk just fine in my game. So dogs in apartments works just fine with me, it's just more demanding because I don't let them go outside alone like I do when they live in a house (like IRL). I don't want my dog to potty on the balcony or go outside alone in the city surroundings.
