Those are awesome shots. Yes, it might be a mystery. some serial killer hiding under the planks, maybe? I can see EA doesn't want to make the game too hard for low end computers to run but surely they could have a component in the game that could evaluate your system and then accordingly put in the appropriate amount of NPCs. I can remember how the earlier Sims game dealt with this. Sims 1 you would have lOTS of NPCs all over the place. It continued in Sims 2. I think they started cutting back in Sims 3 Now it is almost always a ghost town with only decorative things moving around in the background that you can't interact with like planes and trains and automobiles.
