I haven't played the career in a while, since Home Deco as a career in the sims isn't something I'm interested in (Not something I'm interested in irl, either.) But I also had very little trouble actually doing what the jobs asked for.
That said, I'm pretty sure that if you're supposed to do a Bedroom reno (as in, that's the actual job) you need to make sure that the room you change up has a bed in it. The bathroom probably has to have a toilet and either a shower or a tub. Kitchens a fridge and a range top and/or oven. These items have specific interactions attached, and the game can check to see if that interaction is possible within the parameters of the room in question.
Between that and actually talking with the sims (under friendly interactions) to find out what else they like/dislike - and this isn't something they left for people to stumble across, they did it in the live stream when Johnny Zest wasn't very helpful - I had no bomb jobs while I was playing with the pack.
Maybe it's not a bug. Maybe you're just not listening to the parameters of the challenge.
