When you open the adoption panel the adoptable baby/toddler/child sims are generated immediately and placed "Not in world." Obviously they can't live alone, so single "parent/guardian" sims are generated in the same households to be their carers.
Take a screenshot of the kids in the adoption panel and compare them to single adult + single offspring families in the "Not in world" list. You can find the adoptable kids, then delete them/age them up to teen. This will then spawn new kids next time you open the panel.
If you have aging on for townies, the kids will eventually age out of adoptable age and younger ones will spawn to fill the panel when it's opened.
This process also means you can open the panel at any time when a child is born/ages up, to spawn more similarly aged townies.
