Do the Teens not get to use the "romance" action?

I'm quite confused. I have been trying to get my teen girl a b/f and haven't had any luck. The romance option isn't even available. Is it at all? Does this only come along in the young adulthood :\ ? ...

I think i figured it out. I was actually talking to a young adult person. I couldn't tell at first. I still can't. I hope they fix that.
