Do vampires have to be a certain level to turn a human?

I hope this is the right place to ask this but do vampires have to be a certain level before they can turn a human into a vamp? I'm asking this cause I have a vamp and a human married and I want him t...

Yes, they do. They need to be a Minor Vampire (Level 2) and they need to unlock an ability called Vampire Creation. That will allow a vampire to Embrace humans into vampirism either by force or by offering it to them politely. Having certain number of Childer is a requirement for Vampire Family aspiration.
