I know a group on Tumblr who were testing Vampire action for a suspected turning bug where Sims were turned without consent. It did
not happen. Being fed on is not turning, and that's the only thing that can happen to your Sims without consent. And even that is preventable; the easiest way to prevent it is to delete the premade Vampires in Manage Households. Then, just to be sure, don't send your Sims to go reading about Vampire Lore on the computer.
