Mine depends on sim personalities and the story I have in mind for them and their parent(s)/carer(s).
Some parents/carers are the type to potty train and teach their toddlers everything, some are more relaxed, one or two are bad parents, some are just too overwhelmed to cope and the toddlers run wild.
