I also always wait for sales, and then I only get packs I actually think I'll like. I'm undecided on this new one, but I may end up getting it eventually if I hear good things about it, or I start playing a game where the story would benefit from that kind of thing. I don't actually get bored with sims that easily, since I lot of the fun is the story I'm making up in my own head and not so much content based. Which doesn't mean I don't like new content, just that I don't feel this need for new packs that a lot of players seem to have. I'd personally probably be happier if they stopped making new packs entirely and spent some time really improving, patching, and integrating the game as is.
