I do absolutely make test sims. Most recently, I wanted to see how the cow plant can eat sims (hoping to woo the paparazzi into its clutches somehow), so I created a sim named "Cowplant Food" and made him a really nasty individual. It took on two attempts for him to live up to his name. :D Sometimes I make experimental sims in new saves too so I can test out how things will work in builds and with other sims. I also add the sims I have to make for new saves to my library so they can be townies in my main save. I have lots of those guys.
