I used to always have aging just on for everyone. Then towns got empty and they weren't re-filling, and when the odd sim did move in, they were just an odd sim. No more families or different age groups and that bothered me. Now I have aging on for the active household only. This way my town stays alive but my sims (that I've created) age and move on. It's a little odd when the 4th generation is besties with Bella Goth, just like great-grandma was, but at least there's sims around for them to have friends with? Sometimes I'll age up some of the pre-mades if my sim marries into one of their families though so it makes sense in the family tree.
