I like builds in my game to look "lived in". Houses without enough clutter just look sterile and empty to me. However, there is such a thing as too much of a good thing: clutter should not impede foot traffic in the house, should not keep Sims from using objects, nor keep Sims from having a surface to cook on (at least one empty counter space and stove). Also, I don't like clutter that looks dirty or like IRL it would attract insects. Clutter should at least look usable or decorative.
