I tend to make my Sims' homes as small as possible, while still incorporating all the things they need and adequate room for routing. So, anything that doesn't have a function isn't going to fit in my house. (And I'm with the posters who are trying rid their own homes of clutter. I've got enough crap all over my real house.)
I'm not sure if the outdoor plants (the non-gardening flowers and trees in build mode) have any effect on Sims, but I do use those. Otherwise, the lots look like they're in one of the those brand-new suburbs with no trees or flowers. So, I guess that in that sense, I use clutter.
