I don't think they handled it poorly. They did announce a few months back that they were working on this update, so it's not unexpected. I do wish they had done this update all in one go, so that I could start a new rotational save sooner, but it is what it is.
I think that simply uploading them to the gallery kinda feels like a cop-out. The whole point of the update was to make some of the notable townies from the Sims franchise (like the Goths and the Callientes) be represented more accurately in the Sims 4, according to their heritage and previous game versions. Could the Goths do with a few more tweaks? Yeah, probably. Ultimately though, I think they made the right call to replace them with updated versions.
I think my problem with that.It feels forceful its not giving players the choice.
