When I used to play legacies regularly, they did not allow mods according to the rules. Interesting that players have made the rules of legacies so easy now they are no longer a challenge. I still follow the Legacy rules of Sims 2 Legacies as I like a challenge - no cheats, no mods, etc, etc.
