Does “Talk about [skill]” increase that skill?
It should - otherwise there would be no point of having that option there, right? I don’t see the skill bar turn green

I think it can add some skill points to the Sim you are talking to -- I've had a Sim talk about gardening to another Sim who was close to the next skill point and they increased their skill. And I do know that telling stories about Selvadoradan culture (JA) gives the listening Sim Selvadoradan Culture skill. I don't think the Sim doing the talking gains in skill though.
