Does “Talk about [skill]” increase that skill?
It should - otherwise there would be no point of having that option there, right? I don’t see the skill bar turn green

It actually does. For example if my adult sim talked to their teen sim about cooking and the teen sim doesn't have a cooking skill the teen will gain a cooking skill from it and I believe any time they talk after increases the skill percent a bit. Same with children and asking for typing "tips". They will gain some motor skills from that interaction.
