For example if my adult sim talked to their teen sim about cooking and the teen sim doesn't have a cooking skill the teen will gain a cooking skill from it and I believe any time they talk after increases the skill percent a bit. Same with children and asking for typing "tips". They will gain some motor skills from that interaction.
This makes a lot of sense, that it increases skill in the person you're talking to, not in you. So there'd be reason not to see your own Sim's skill bar change.
