Does “Talk about [skill]” increase that skill?
It should - otherwise there would be no point of having that option there, right? I don’t see the skill bar turn green

I think it does a little bit for both Sims. I've been surprised by my Sim suddenly gaining in a skill while talking. Must be a very small increase, though, because I don't see it happening very often.
