Vlad has a vampire weakness that causes negative relationships when he first meets another Sim. I played him briefly while fixing some of his outfits. Like any Sim, he wanted to make a friend, chat on the phone, or meet someone new. The evil trait he was given triggers a want to be mean but I never saw him do that on his own.
My main Sim met Vlad at a bar where Vlad was operating as the bartender. They chatted briefly and that was it. The vampire weakness of Vlad's caused several red minus signs to appear during conversations with my Sim as well as the other Sims at the bar. Since then, Vlad has occasionally called my Sim. They are still acquaintances but their relationship bar is no longer in the red. I'm not interested in having my Sim become a vampire yet so I'm not going to have him pursue a friendship with Vlad but I think it can be done by phone at least.
Vlad did come to visit my Sim once. Instead of knocking at the door, he headed straight for the waterslide. After seeing him in a speedo bathing suit I decided to pay Vlad a visit in order to check the rest of his wardrobe. That's how I ended up playing him for several Sim weeks. During that time Vlad worked on getting some basic skills because he had none besides level 10 Pipe Organ and level 5 Mixology which he magically got from his stint as a bartender. He also planted some plasma fruit and started reading the vampire encyclopedias. I had him meet Sims that were out and about in the neighborhood so he now has visitors himself and is even invited to dance parties at The Bluffs and and various venues.
It takes some work but he's OK. I'm really tempted to give him an overhaul in CAS but I haven't yet.
