My money's on plants going dormant during the winter. I feel like this would upset fewer simmers who've grown elaborate gardens pre-Seasons.
You can always put them in the household's inventory for the winter time if you don't have money/space to build a greenhouse.
I think it is more likely like you say that they go dormant.
