When you have a sim that has to get a job during winter because they can't get harvestables and they are too poor to build a greenhouse
I just had a wedding in my game and moved some of my harvestables to the basement to make room for a backyard wedding. Don't know how the cost of adding a basement compares to adding a greenhouse.
Idk about in sims 4 but in 3 I think it's pretty expensive. The walls, the $70 windows. At that stage I just had enough for a 3 sided fence to keep out the zombies.
