@Hermitgirl, several folks do regular refurbs. Some use all the packs they have available, some try to stick to base game (not too many of those).
It's easy to find a ton of the refurbs in the gallery, just search by hash tag and for your hash tag use the name of the original lot. You will get several hits for every single EA lot except the new town just added if you do this. There are several really good ones for almost every lot as well, and usually one or two that keep the spirit of the original Maxis lot.
Even the new neighborhood already has at least a few refurbs up already that you can find with the hashtag search.
