Yeah, I used it as well, before the patch that destroyed it. I guess it was causing performance issues? Otherwise I have no idea why they changed a somewhat useful system (I liked 2 and 3 more) and made it absolutely useless - in my opinion anyway.
The way it used to work:
When you took a screenshot, the game would tag the people present (actually it would tag current household members, whether they were in the picture or not. And not tag people from other households). You could then choose to make the picture a memory. You could make a memory timeline for each sim, by choosing to create memories (available pictures to choose from, would be the one the sim had been tagged in, last picture taken is showed first, and you could assign an emotion to the picture) and when reminiscing about memories you had a nice timeline to pick from and would get an emotion buff corresponding with the picture you chose.
Only downside from a rotational standpoint: If you attended an event not in your household, any pictures from it would not be available as memories. And when kids moved out, they created a new household and would lose access to all their childhood pictures.

Game doesn't tag people present, but it assigns an emotion to each picture - the emotion of the sim selected while taking the screenshot (so if you want a sad picture of a death in the family, you have to take the screenshot with a Sad sim selected). There is no time line for individual sims (or households) and any time you want to reminisce about a picture, you have to go through every single picture that has been taken in the game (screenshots and photographs) and the last picture taken is added at the end, so the amount of scrolling I would have to do is so insanely long, that I never use this feature in the game ever. Now screenshots are just for me to look at outside the game, when reminiscing about my whole neighbourhood. It is useless for the individual sims in my game.
