I personally don't think so, I don't think we will see story progression in the sims 4. If this is something that gets implemented I hope there is an option to have it only effect non played household's. Kind of like how you can stop the game from culling households you heart/favorite.
Population boosts would only happen (least this is how I imagine it) in households you don’t use/haven’t faved. Or say you abandon one household for a long time, certain events happen between the timelines.
Say you’ve got a few babyless homes with adult couples, or just two sims, if they’re of the same gender and don’t any procreation edits (when you go into cas and make anybody able to have or make a baby) you hear the gossip of them adopting or if they’re able to reproduce then you hear The gos about them having a baby, or babies.
However progression isn’t just about upping numbers, you would have marriages, divorces without you all but telling your neighbor/lover/friend to ditch their spouse. If you abandoned a house for too long and the people inside were married, events could take place leading to a break up, whether it’s an affair, loss of love, too much arguing and so on. It spices things up and means you’re always in your toes as to whether Mary Sue and Daniel really will end the relationship.
Everything your sim does with married locals will have a lasting effect on those involved, you have affairs, your lover could get dumped if their spouse finds out and come to you either angry, sad, vengeful or ready to move in and move on, that or their partner could come ready to throw a punch! If you have a baby by or with a married sim, them and or their spouse can react negatively in their current other relationship.
Sims can get jobs in more ways and with altering success and or failure if you decide to get involved, yes sims can already get jobs alone but a new system could mean you becoming involved and botching their efforts or helping them to get on their feet.
Neighboring sims can make friends and lovers on their own with more success, or failure, you can be involved or not and everything new gets printed in a new paper system like sims 3.
Sims can adopt or give up pets, start jobs at player run businesses, cause their own deaths and so on.
Story progression is a lot more and I should have said this long ago. It’s more than a population boost and yes I agree with everyone saying there should be options and goggles and the ability to choose. My only thing is that story progression itself IS AN OPTION.
Also if you fill a town with erratic sims you run the risk of a lot of problems.
