Does Seasons mark the beginning of story progression?

Story progressions is something I'm really waiting for in TS4. Even that it exists the mod to do it, I don't like to use mods. Yet story progression is so base that I didn't even expect to not have it.

Seeying that not all would like to have it, I believe the best is to implement the story progression with the possibility of turning off. Who wants the other families to have automatic story progression, keep it active. Who doesnt, turn off. But leaving the game without this feature for me is very boring :(
