Does the butler actually clean anything that needs to be cleaned?

While your butler will have emotions, it shouldn't be that impactful to the duties. Let the butler decide what needs to be done even if you don't like it. That's not far from real life even if you were the butler's dictator. As long as work is being done, it's probably okay. Make sure a bedroom and bathroom are available for his/her exclusive use.
