I believe they were taking the advice of Animal Care Charities in America and other countries who don't like them for house pets. Sled and farm dogs are another matter. but we don't have such in the game at the moment, anyway.
There were some horrific stories of dogs being found frozen on homeowners doorsteps last year as I remember, kennel or no kennel.
As far as strays in Brindleton Bay go, I don't find many around in winter and have put shelters and food in my gardens for them or even adopted them. Mayor Whiskers is very happy in my game.
I understand where your coming from and it saddens me to hear any story like that about animals :'( , however this is a game. it makes no sense to me to start not including things based off real life!

vampires
cow plants
do we have ice cream that makes us look like a plant sim.
are newborns delivered by strange machines that grabs the baby from the mothers womb ect ect
of course not.
When I play the sims games, I go into my own little fantasy away from real life. when I don't play I return to reality (Real world)
I separate the two.
dog houses are still a thing, especially custom build ones with windows, doors, carpet, heating for people who can afford them.
