The "quite some time" refers to EA's release shedule before kits where a thing. I don't play any other games except the Sims 4, so 3 packs containing gameplay throughout this year compared to 5 packs containing gameplay in each 2018, 2019 an 2020 is something I notice (and not only me, I suppose).
I guess if this were the only game I played I would notice such things too.
FWIW, my most-played game in Steam (over 1300 hours logged) cost $15 and has had multiple major content updates for no additional charge since I started playing it in 2017. Similar story for the other Steam games I have over 600 hours on. And the video game I've been playing the longest (on and off since '93) has always been completely free (not "freemium"; open source). That's one advantage of indie vs corporate, I suppose.
