Donate to protester

Once again I did pick the City Living aspiration.
I did it for my two teen twins, born in the city.
They are now 10 days into young adulthood and have yet to meet a protester (so that's what? 40 sims days on Long Lifespan). I have NEVER seen a protester while having this aspiration and have had to cheat past it every time. I guess I have to do it again.
