There is no reason to make the spirits less invasive. Your medium can work their butt off and they will become less invasive as part of gameplay. If you don't want to work to have a less haunted house then yeah... you shouldn't buy the pack or at least use the lot type. You could also make it a normal residential lot to give yourself a break for awhile then switch it back to haunted to crank up the gameplay. There is a lot of control you can have in the pack if you think it through.
