Oh, if you think the pack did not add enough features, or not strong enough features, I agree down scaling would be bad. But my impression is that most complaints come from those liking the new stuff for a few weeks, then not so much. Say if you play rotationally you won't like all your househoulds to be haunted. Or all to become famous. Or all to clean the Sulani beach. That said, those not wanting haunted stuff should perhaps rather skip the pack and allow the core fan more and stronger spooky elements. That might be the basics of adding packs any way, grab what you want, skip what you don't want so much...
PS: About the balancing of features, I mostly referred to actions and events not triggered by the simmer. Like frequency of bad stuff happen, or actions initiated by NPCs. There could still be ways to trigger the same stuff for those who like it - say by adding lot traits or reading up on specific skills etc. EA normally won't - and should not - down scale those effects.
