Dont have the option to study numbers for toddlers

I’m playing one of my sim families trying to get the study numbers milestone for the toddler I can’t even find the option Am I missing something or is this a glitch or bug ? I Dont have any mods in...

Yes I have the studied shapes milestone I also have all maxed skills
