Online for TS4 is a bad idea as it was supposed to be online anyway but they scrapped the idea after Sim City 2013 flopped.
Some blame the fact that the change from online to offline meant that TS4 was rushed before launch resulting in lower quality so making it an online game would feel like the past few years would seem like a waste.
According to feedback, online is not what a lot of players are asking for.
