Both. We can't make worlds, edit existing worlds, or place empty lots. So the we rely on them to provide this for us.
Real talk. Editing existing neighborhoods would require a lot of 3d modeling work to muck with the background areas. Editing public areas is probably more doable, but certain terrain features like rivers, beaches, or the tiles at the edge of the playable area (so they line up well with the background) makes that a hassle.
I just want the gurus who watch the forum to be able to bring clear and actionable data back. Wanting more lots to build on overall (for builders and people who want to make lots of houses because they have lots of sims) is not necessarily the same wanting more action in the neighborhood around you.
