That's what they're saying, anyway. I remember how we eventually got to place lots ourselves in previous Sims games, so I can't help wondering if EA can't change this later, as they have before. :)
The decorative shells are the problem. Those areas could have been proper lots, but instead Maxis chose to skimp on usable space in favor of hard coded decorations that are only there to fool the player. Adding lots is not an ability I see Sims 4 getting.
