We the players cannot change the world at all no matter how great you are in modding or any thing. Believe me some of the best have tried. We cannot add lots or even do anything in the world but change the lots they allow us to change. You cannot do anything to the neighborhood outside of the lots they allow us to change - and this is a first in the Sim series - as Sims 1, 2, and 3 we had that creativity - we don't in Sims 4.
This, for me, is exactly why I see Sims 4 as a major backward step instead of a forward one. What they seem to have concentrated on this time is making the sims be able to do more while allowing the players to do less. The truth is, it's better the other way round, for me at least. I prefer to do more things myself, as the player, than watching my sims do more things on their own.
And I don’t even feel they are (apart from talking and hugging). It’s rather the fact that most gameplay is scripted in a way (apartments, careers, dating, lots even) than that the sims are so entertaining themselves. Unless you set up clubs I guess (which I never do). They never behave autonomously in unpredictable ways is my feeling.
