It's usually when the patch drops, or thereabouts - which can happen up to roughly two weeks in advance. This time, it would have been two days.

I'm off work tomorrow so am looking forward to spending the day watching these. I REALLY want this pack, but I REALLY want to see what it offers and how much it affects the game.
