For the community spaces you need to collect votes from the other sims in the community. I had a sim do that and I found it to be a tedious endeavor. Also, another trick if you don't want to cheat is to set up the other lots with the same lot you used to set up the maker space. This way it doesn't matter if it changes because they function the same.
