Eco lifestyle: can modern development and green NAPs be combined?

As the title says, I am would like to know if the neighborhood action plans that change the appearance of the new neighbourhoods in the new pack be combined. Can you apply both the green initiative and modern development at the same time? Or are they both affecting the same areas of change and do you have to choose?

I am really curious about this as this is one of the parts I look forward to most once I get a chance to buy the pack.
