No, it is not owned in the library under expansion packs. However, if I were to go in-game and check out My Packs, then I can actually find Eco Lifestyle with the Owned tag.
So, it is likely that the expansion pack is installed on my computer, and I am allowed to keep it. But, if I switch computers and want Eco Lifestyle on that new computer, then I would probably have to purchase the expansion pack.
Does it say it is owned in your game in your library under expansion packs? I’m not home to check right now but last I checked it still had an option to buy it there but said I owned it under my packs in the loading screen when you first start the game
