As long as NPC voting is off, you need not to worry about having unwanted N.A.P.s being enacted. I see that you also have Eco Footprint off, so I believe everything will stay put after the initial rebalance.
The neighborhood trashes, sadly, have to be manually dealt with by yourself through enacting N.A.P.s that relate to changing the neighborhood appearance (can’t recall off of my head; I think it’s Modern Development and Green Initiative).
