Landfill is, apparently, only available on community lots, and I think it generates random trash piles sims can sort through.
Reduce and Recycle provides more things when you rummage through said trash
Dumpsters have a limited number of times they could be plundered (Deli's video today there were random townies rumaging through the dumpster she wanted to rummage through and "used it up.) and take up space.
And some people want lots to look messy.
