I would expect you to be able to vote on your home lot. For community lots you need to live in the neighbourhood of the community lot to be allowed to vote.

You can cheat neighbourhood action plans and instantly enable them or remove them. Use the cheat testingcheats true. Then shift+click on the community board or a mailbox and enact or repeal the NAP you want. It is instant, no voting.
