Ok, so let's see what features we might get from the little description they leaked about this pack.

You’ll be surprised by what happens when your Sims start making the rules.
Community of fellow collaborative makers - this makes me think that we will have some kind of hippy commune that manufactures stuff, probably eco-stuff like real beeswax candles, jam and nectar.
Evergreen Harbour - a harbour town, maybe bigger than Brindleton Bay harbour. So, possibly swimming, more boats, perhaps another small island with a lighthouse. Don't know how boats will impact on the evergreen status of the city, but whatever.
Community Space Project - When I first read this I thought this is something related to outer space, but on second thought I think this refers to the commune space. So maybe there will be more families living on one large lot and we will need to administer the whole thing, build housing and amenities to please everyone. Alternatively, this may refer to the whole group of lots in a sub-neighbourhood and their communal space, so maybe we finally get to edit our worlds.
reduce your eco footprint - probably more off the grid options. we already saw the windmill, there will probably be solar panels, functional wells, electric stoves, recycling and composting. More trash collecting, less fishing and frog/insect collecting to preserve the habitats.
watch your neighborhood transform - neighbourhood will become greener, with more wildlife, like Sulani.
your Sims start making the rules - sims will be able to issue decrees to ban certain activities and stupid fashions.
