I created a family in CAS: mom, dad, 2 teen girls and 1 teen boy. The teens are showing up as children to each of the adults (mom and dad) but the mom and dad are roomates. (wth?) I didn't realize ...

Then go into cas and you should be able to change their relationship to married. Testingcheats don't really do anything in cas.
This worked, but it felt like it took forever for me to find the right drop-down panel to change the relationship. Thanks!
