Hi!
You'll need to use these cheats in live mode.
You do not need to add sim's name, but they must be selected (have the Plumbob above their head). However, if you cannot take control of the sim (only applies when you change a location-based NPC's traits and skills), then you need their simID instead using this cheat:
sims.get_sim_id_by_nameAdd your sim's full name after that and the game displays their ID. You cannot copy that unfortunately, so you'll have to write it down letter/number by letter/number (trust me, you'd want to copy it too). Then simply add the ID after the usual cheat. For example:
traits.equip_trait trait_isBurglar 50M3IDDon't worry about asking. It's OK.

If you don't mind using a mod, there is a mod that allows you to copy the Sim ID directly from the cheat box (where the search result is displayed).

That is up to you. One should be enough for most of the cases (some exceptions include professors, to which you'll have to make at least 4 of them). Personally, I prefer 2.
But yeah, at the same time, keep in mind that the more sims you have in a save, the more room the save file needs. So yeah, less would be recommended...
