Is the lot still listed as a penthouse or residential lot in build mode? Penthouses require one original elevator. Were they placed correctly? (at least 3 free tiles between front of the elevator entrance and the next wall) Mine work fine on a residential lot. I just went into the game and played that house for a bit. No problems.
