There are no elevator shafts like in previous versions of the Sims. You have to create your own (2x2 tile) elevator shaft and place an elevator in it. I believe you need to switch the lot category to Apartments in order to access the elevators. After placing it, you can switch back to Residential and the elevator should still be there. ? I hope this is correct, if not, someone please correct me.
